It's actually using the phpmyadmin application on a server, accessing a mysql database through a gui.
When logged in, the left pane shows the avalable databases/tables of a database.
This renders correct on f.e. Firefox, Camino, etc.
In Webkit/Safari it's approx. 1cm wide, can't be resized and the scroll-bar doesn't show.
Now, this could be a Safari issue, It is worse then in previous versions.
I don't know how this fits together... but Safari 2.0.4 now suddely seems to have problems with it too. I can't recall that being the case previously.

The web inspector shows:
<noframes> is not allowed inside <frameset>. Content ignored.
index.php:67Unmatched </noframes> encountered.  Ignoring tag.

It *may* be correct that there's a bug in phpmyadmin and webkit/Safari deals with it correctly. It's only inpractical :-S.

Insufficient information to reproduce this bug. Please re-open if still an issue in 2016.
