Replacing RSASSA-PKCS1-v1_5 with RSASSA-PSS as a part of giving more security to our procedures.

Given Chrome and Firefox support RSASSA-PKCS1-v1_5, we might not want to remove it now. Marking as WontFix for now. We can always revisit this once we have consensus between browser vendors.
