Summary padding ignored when first element

I have some html where I have some padding. If the containing element has no text in front of it, the padding doesn't work, but if there is text in front the padding works. Please see the test case I will attach shortly. This works in firefox and IE.

All browsers are rendering the attached test case fine and don't have any text overlapping on 'icon'. Tested on: Safari 17, Chrome Canary 119 and Firefox Nightly 120. Marking this as 'RESOLVED CONFIGURATION CHANGED' (based on Comment 03).
