The test was added at 237814@main.  This test has been a flaky failure on macOS wk2 Debug arm64 from the viewable history on the flakiness dashboard.

Reproduction steps:
I can reproduce this on 254433@main ToT.

run-webkit-tests --iterations 50 --exit-after-n-failures 1 --exit-after-n-crashes-or-timeouts 1 -f --no-retry --debug  http/wpt/webrtc/video-script-transform-keyframe-only.html
