The Reporting API spec (Step 3.3.4.4) requires that we keep track of the number of times a reporting endpoint has failed to handle a report. // https://w3c.github.io/reporting/#process-header

I filed https://github.com/w3c/reporting/issues/276 on this as it seems to me this could be a privacy leak.
