No horizontal scroll bar for long vertical page after CSS Rotate 90 degrees

Summary
No horizontal scroll bar for long vertical page after CSS Rotate 90 degrees

If you take a very long/tall vertical page, and use CSS Transforms to rotate the page 90 degrees, the content is cropped by the browser window. The vertical scroll bar remains, and no horizontal scroll bar appears. Firefox 3.1's implementation of CSS Transforms *does* add a horizontal scroll bar. Link is for test case.

Safari, Chrome, and Firefox all render this content the same. I don't believe any compatibility issue remains in Safari 15.
