1) Get a multi monitor system 2) Open Web Inspector window 3) Try to drag the window from one monitor to orther 4) Observe window jumping between monitors

This is only an issue if you drag from the toolbar area and not the window title, because we do the dragging ourselves in the toolbar case.

Unable to reproduce in r41844 on a Mac, dragging from the toolbar.

I think it requires your monitors to be on a different y-axis, not aligned.
