Resolution, frame rate and bit rate should probably affect powerEfficient, smoothness and so on.
According https://cconcolato.github.io/media-mime-support/mediacapabilities.html, VP9 has some validation for those parameters.
But it does not seem to be the case for HEVC.
We should probably add the same improvements to the WebRTC code path.
