Pull-requests are not automatically rebased in EWS, so if a build fails on a specific commit, a retry is unlikely to rectify the situation.

Worth noting that there is some disagreement if this is the right approach to this problem.

We are now automatically rebasing PRs in EWS, so this bug is now invalid.
