I was not able to reproduce the failure locally using run-webkit-tests debugToTest -1 --iterations 500 --exit-after-n-failures 1 imported/w3c/web-platform-tests/hr-time/basic.html
It looks like the test has been flaky for at least 2 month with failing at this build https://build.webkit.org/#/builders/33/builds/3954
