The behaviour of whether :hover is applied to parent elements is inconsistent in ToT as of writing. In the attached test case, hover over the the "Foo", then move the cursor down over "Meh". The second line will flicker. If you go from "Foo" to either "Bar" or "Meep" before going to "Meh" the second line stays visible the entire time.

Oh, and yes I am aware the test as it stands is unsuitable for inclusion, but I couldn't think quickly off hand how to make it suitable. It is rather needed seeming I came across the bug in a page I am testing locally and isn't publicly available (and does at least show a minimal example of the bug).
