See https://github.com/whatwg/html/pull/6714 and https://github.com/web-platform-tests/wpt/pull/28480 . FWIW we (Chrome) have heard from web developers that these sorts of interop issues around navigation and session history are especially painful, so it'd be super-great to achieve interop here!
