Regression introduced in macOS 11.3. Reproducible on macOS 12.0 beta 1 with Safari Version 15.0 (17612.1.15.1.14)

Affects all apps using WebKit.

Reproduce:
1. Open https://webkit.org
2. Use a Magic Trackpad 2 to Force click on the text "fast" to look for the definitions of "fast". (Look Up UI presented as expected.)
3. Dismiss the Look Up UI as usual
4. Lightly click the text "source" (nothing happened on the web, as expected)
5. Force click on the text "fast" (or any other word on this webpage) again (nothing happened, which is unexpected. Look Up UI should be presented but it's not)


As a non-native English speaker, this issue drastically hurt my reading experience of English articles on Safari and English books on Apple Books app, and I hope that this issue can be fixed soon. Thank you.

macOS 11.2 and prior versions don't have this issue.
