TriggerCrashLogSubmission step is run after layout-tests are successful (e.g.: https://ews-build.webkit.org/#/builders/51/builds/1435), however, they are not run after layout-tests failure, e.g.: https://ews-build.webkit.org/#/builders/51/builds/1436

They should be run in both the cases.
