svn-apply script supports both svn and git. We are planning to move to git. We should rename svn-apply script to git-apply, and update all it's references.

To make the transition smooth for the users (you might be used to of using svn-apply), we can consider adding a symlink named svn-apply pointing to git-apply.

symlink didn't work on Windows bots (Bug 218026). Let's copy the script, and remove the old one after restarting Buildbot instances.
