Tests: https://github.com/web-platform-tests/wpt/pull/27575, https://github.com/web-platform-tests/wpt/pull/9604, and https://github.com/web-platform-tests/wpt/pull/12680. Specification change: https://github.com/whatwg/fetch/pull/696 (though note that HTTP already required this, except for the service worker parts, but those already mostly worked).
