The Streams standard changed ReadableStreamClose and ReadableStreamError to resolve/reject reader.[[closedPromise]] before performing the close/error steps of any pending read requests. See https://github.com/whatwg/streams/pull/1102 for details, as well as https://github.com/web-platform-tests/wpt/pull/27236 which has added and changed tests.
