See https://github.com/web-platform-tests/wpt/pull/13524 for tests and some context as well as links to bugs in other browsers. I'd be happy to add more tests if needed. Note that there is some risk here as browsers do return a response of sorts (though what kind depends on where the lone CR shows up, e.g., Firefox treats it equivalently to a space).
