<rdar://problem/69266170> This task essentially contains all the work needed to stop rewriting the tests on import, so that they can be run as-is through a simply file copy, that doesn't have dependencies on others. See depends-on issues for further details.

This is all being refactored into a more sensible form under bug 218985.
