We should temporarily the number of iOS simulators booted during testing to alleviate unexpected test timeouts seen in infrastructure (as reported in https://bugs.webkit.org/show_bug.cgi?id=217392)

Comment on attachment 411302 [details] Patch Ryan and I talked about this yesterday: It seems we are constrained by memory on iOS 14, although this is a somewhat speculative fix.
