Limit number of emails to send for flaky and pre-existing JSC test failures. https://ews-build.webkit.org/#/builders/45/builds/379 reported 32892 pre-existing failures, and sent 32892 emails to bot watchers.

Working fine. https://ews-build.webkit.org/#/builders/45/builds/402 generated only 10 emails (about pre-existing failures).
