This is a follow-up task of https://bugs.webkit.org/show_bug.cgi?id=215488#c6. PlaybackSessionModelMediaElement (in the Web process) and PlaybackSessionModelContext (in the UI process) need to always maintain a consistent state, especially when one side is destroyed and created. In addition, we need some regression tests.
