Tiger can use HIThemeDrawTrack, but we should use CoreUI to draw scrollbars on Leopard and higher. There are little glitches from using HITheme.

macOS newer versions are released and they might have more effective and efficient solutions. I don't think we need to keep track of it. Marking this as 'RESOLVED WONTFIX' and CCing - Simon & Alexey for their visibility.
