Currently UserMediaCaptureManagerProxy.h is hanging out in Source/WebKit/UIProcess/Cocoa when there is nothing specific to Cocoa in the definition. This as found when GTK folks were attempting to compile out the GPU process https://bugs.webkit.org/show_bug.cgi?id=208814#c23
