[Win] elements of Arabic texts are over-wrapping since r254323

AppleWin and WinCairo ports

1. Go to https://ar.wikipedia.org/
2. Some texts are over-wrapping

You can observe the over-wrapping by typing Ctrl-A to select all texts. The over-wrapping text are painted with darker blue.
