With the german keyboard layout, the shortscuts for "Select Next/Previous Tab" is ⌥⌘Ö (Option+Command+Ö) and ⌥⌘Ä (Option+Command+Ä) respectivley. But the position of these keys on the keyboard is Ö, Ä. So the shortcuts are transposed. The correct shortcuts would be: * Select Next Tab ⌥⌘Ä * Select Previous Tab ⌥⌘Ö

Tabs are a feature of Safari, the browser, not WebKit, the engine (http://webkit.org/blog/101/back-to-basics/). Bugs for Safari should be filed with Apple at <https://bugreport.apple.com/>.
