Added site to home screen. Sometimes it stops being inspectable by dev tools in Safari (or Safari Tech Preview). Restarting the iOS device fixes it temporarily. At some point after putting the device to sleep and waking it back up the problem reoccurs.

I'm also getting the same issue, it seems Safari or Safari TP (Build 88) could not detect PWA for inspect tool.

This sounds like <rdar://problem/51417569>. This should have been addressed in the latest iOS 13 Beta. Please verify that has addressed the issue for you! If you're still able to reproduce, try reporting at: https://feedbackassistant.apple.com/

Updated to beta 5 and so far it works well. Will loop back in a couple days to confirm that it's solid.

Unfortunately, iOS 11,12 will need supported for some time. I'm trying to debug a pointer-event polyfill right now, and _every_ test is 'shutdown, unplug, restart, re-sync pencil, replug, start dev tools.'

Please ignore half my previous comment — the example issue is debuggable via non-installed PWA.
