Problem:
When applying a transition to the css property outline-offset it makes the outline flicker/jump frames.

Expected:
A smooth transition from start to finish

This might be related or the same bug than #173708.

It seems to work fine even in Safari 16.3 and matches with Safari Technology 163, Chrome Canary 112 and Firefox Nightly 111.

Do we need to anything else here or we can mark this as 'RESOLVED CONFIGURATION CHANGED'. Thanks!
