Safari flashes in Dark Mode when opening a new Window

macOS 10.14.5
Safari Version 12.1.1

Steps to reproduce:

1.) Set "Open Safari with a new blank window"
2.) Open Safari
3.) Go to a page with a bright content e.g. www.google.com
4.) Close the window
5.) Bring another app to the foreground, e.g. click on the Desktop to bring Finder to the foreground
6.) Click on the Safari icon on the Dock to open a new Window

Actual: Safari dark blank content flashes bright.

Expected: It should not flash.

A screencast is attached.

This is a Safari bug, and was fixed in Safari Technology Preview 80 or 81.

A WebKit change was made too. That was: https://trac.webkit.org/changeset/244355/webkit

Duping to that instead.
