In https://bugs.webkit.org/show_bug.cgi?id=197836, commit-queue landed the patch, but failed to close the bug. See https://webkit-queues.webkit.org/patch/369867/commit-queue and https://webkit-queues.webkit.org/results/12189807

Maybe we should add retry (using NetworkTransaction) for few bugzilla POST methods as well (like we did in https://bugs.webkit.org/show_bug.cgi?id=183222 for all GET requests).

Commit-queue has been re-implemented. New commit-queue uses Bugzilla REST API, instead of urllib and BeautifulSoup. REST API is much more reliable.
