Summary background cell fill competes with layered images

The background fill of the cells is competing with any images layered into the same cell. See the background color difference between the left nave bar and the rest of the page. This page renders correctly in IE on a PC, Firefox on both platforms and Camino on the Mac.

As of 11/26/2010, the web page <http://wintersky.com/projects/WOAT/programs.php>no longer exists. Moreover, archive.org doesn't have any matches for this URL.
