Steps to reproduce:

1) Open http://www.expedia.co.in/ in browser
2) Resize the browser until it get both vertical and horizontal scroll bar.
3) Scroll down at the end.

Expexted Result:
   The content at the bottom end should be scrollable.

Actual Result:
   Not able to Scroll the bottom content.

Resolved as duplication of bug 19476 since the other bug has more details.
