Currently we're building ANGLE with ANGLE_ENABLE_D3D9. By default its ANGLE_DEFAULT_D3D11=1. DirectX 11 has been available since Windows 7 so I think we can just stop compiling DirectX 9 support. I know Brent has also been interested in using Direct2D elsewhere and it sounds like that will play better with DirectX 11 anyways.
