Safari.app cannot play the video file.

But in the Notes.app the video playback works fine.

It is very urgent because it only proves that the video playback under ios is not uniform for the end user.
It must work for the end user. so that there is no confusion.

I tested the video file again with iPhone XS (iOS 12.1.3) and iPhone X (iOS 11.4.1).
and can confirm in Safari.app it does not work. The video playback does not work. 

If add it to Notes.app no problem. There the video playback works fine.

This is a bug in Safari.

Steps to reproduce

1. Use an iPhone XS with iOS 12.1.3
2. Then open Safari and go to www84.zippyshare.com/v/dd0QbMh2/file.html
3. Tap on "Download Now"
4. It comes the video playback UI, but the video playback not working (in Safari you see such a crossed out play button).

I have the same problem.

Also tested with new iOS 13 and iPhone X, because Safari now has a download manager.

Playback does not work.

I am able to reproduce this bug in Safari 17 on iOS 17 using attached video file, it shows 'crossed out' (unable to play).
