Summary [WinCairo] Add JSC test bots

Split the test bots into TestWebKit1AllButJSC and TestJSC for release and debug. The JSC test suite is taking too long so it makes sense to bust up the work as some of the apple buildbots do.

The windows version of gnu make is now installed on our bots.
