During live HLS playback, the video appears to randomly and sporadically rewind and replay one or more segments. Use reports suggest a frequency up to 4 times per hour during live playback. The exact scenario is difficult to reproduce, but it is happening with some regular frequency during live streaming. We've had numerous reports from end-users and have found other reports on forums.

It appears to primarily affect iOS11+ devices during live HLS playback, possibly on spotty internet connections.  We've heard some users have the issue frequently on Wifi and then switch to LTE and it clears up.

The symptom is often described as:
* Video Looping
* Video Rewinding
* Video Skipping Back
* Video Replaying Last Few Seconds

Once the live broadcast ends, the same exact segments are served in an on-demand playlist; in the VOD, the looping behavior does _not_ appear to be exhibited.
