Go to a page with a broken image link or other 404'd resource. It produces a console error message like "Failed to load resource: the server responded with a status of 404 (Not Found) https://domain.com/file/path.png" If you click on the ostensibly broken link, Safari tries to download the linked file. This is probably the least useful thing that could be done in this case. It should instead jump to Network Tab and select the corresponding load that failed.
