There is only test that is not passed by r65052 (http://www.w3.org/Style/CSS/Test/CSS3/Namespace/current/syntax-006.xml). Interestingly, according to http://disruptive-innovations.com/zoo/csswg/NAMESPACES_IMP_REPORT Safari 4.05 passed this test, so this is regression. Also from my reading of that document CSS3 Namespaces could become a Proposed Recommendation if this Bug has been fixed and an implementation shipped.
