Folks who currently use the nightly may simply want to get the latest and greatest build. The bisect-builds tool isn't really the best vehicle/entry point for that. We should make it easy to simply get the newest build to test with.

the current plan is to expose new archives through a website, similar to how the nightly builds are done.
