Summary Triage webgl iOS test failures

After enabling webgl tests on iOS simulator and iOS device, there are a number of failures which need to be investigated. This will act as the parent bug for those failures. Note that these tests were initially enabled in <http://trac.webkit.org/changeset/219044>.
