fast/scrolling/arrow-key-scroll-in-rtl-document.html is a flaky failure.

According to the Dashboard it is flaky on Both Sierra and El Capitan Debug WK2.

This was supposedly fixed in a previous bug and patch but has since become more frequent. There doesn't seem to be a recent regression point.

The failure is the same as the previous bug as well.
