js/slow-stress/Int32Array-alloc-huge.html is a flaky timeout.

According to the flakiness dashboard the test is timing out on macOS WK1 and WK2 Debug and iOS simulator Debug:

While the timeouts on Sierra Debug have lasted up to 93s, the other platforms time out at a consistent 35s.
