view source window does not relayout when user agent style sheet changes the view source window is affected by the user agent style sheet, but it does not relayout when it changes. Normal pages do relayout.

Indeed, and I wouldn't expect Web Inspector to respect user stylesheets. I assume Eric was actually talking about those, not about the UA stylesheet that cannot change without recompiling WebKit.
