The Flash plug-in is known to work just fine with WebKitGTK+ under X11.
My guess is that what is happening is one of the following:

 - You are using a Wayland session. The Flash plugin does not support
   Wayland, and unfortunately there is nothing we can do from the WebKit
   side to fix that. Supporting Flash under Wayland depends on the Flash
   developers.

 - You are using a X11 session, but the Flash plug-in is not installed.
   The procedure for installing may vary for each GNU/Linux distribution,
   for example for Arch Linux the wiki contains detailed instruction and
   tips to fix some known issues:

You can check which plug-ins you have installed by typing ”about:plugins”
in the URL entry in Epiphany (GNOME Web, which you seem to be using). Also,
make sure that you have the “Enable plugins” option in the browser settings
panel.
