Remove WEBKIT_KEYFRAMES_RULE and WEBKIT_KEYFRAME_RULE in CSSRule. Currently Chromium is in the process of removing this non-standardize APIs in CSSRule. https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/mW1njtgDPHA

If you are skeptical of ever removing this from WebKit due to compat concerns, that would be good feedback. As I've said on the blink-dev thread however, I'd still support an attempt to remove it from Blink, since EdgeHTML does not have these constants.
