It looks like this is actually a flaky timeout.

The first instance that I see on the bots is r214392, both debug and release configurations are affected. But locally, I can reproduce way back from that (r213000). So it's quite a mystery what happened. I don't see any notices of us upgrading the bots around that time.

As I reproduce locally, the first iteration always freezes. ResizeWithHiddenContentDoesNotHang: did layout ResizeWithHiddenContentDoesNotHang: calling setFrame ResizeWithHiddenContentDoesNotHang: returned from setFrame ResizeWithHiddenContentDoesNotHang: waiting to end animated resize
