repro.html

Steps to reproduce:

1. Host the attached repro.html and frame.html files somewhere where you can launch it on your iPhone
2. Open repro.html on your iPhone 7 with iOS 10.0.1
3. Click on the following mailto/tel links in the pink iframe
4. Notice that nothing happens

I was able to reproduce this on iOS 10.0.1 and iOS 10.1.1
