Steps to reproduce: * Activate the "Dvorak - QWERTY⌘" keyboard layout (or one that uses the same philosophy). * Open a Safari Window. * Type ⌘L: Expected behaviour is to focus the address bar. * Actual behaviour is that a new window opens. This keyboard shortcut used to work, and does work in other browsers and programs. The physical key L is mapped to N using this keymap. The menu item "Open Location... ⌘L" still performs the expected behaviour.
