First instance of the timeout according to the flakiness dashboard was ~r204949

The test doesn't appear to be failing flat out, but rather it actually takes a very long time on debug builds.

(It's not *great* on release builds, either)

I have some ideas for improving cursor performance, but in the meanwhile this doesn't really concern me as an inherent correctness problem.
