Summary:
Keyboard disappears when focus moves to drop-downs in WKWebView, so it is not possible to navigate through forms using navigation arrows.

Steps to Reproduce:
1.) Build and run test app on iPad
On the left there is a WKWebView. On the right there is a UIWebView.
2.) Tap on left Name text field
3.) Use keyboard down arrow to navigate down the form
4.) Try this again with right view

Expected Results:
On step 3 keyboard goes away when State drop-down is focused.

Actual Results:
Keyboard should stay on the screen so the user can navigate through the form (the same user experience as with UIWebView).
